			<content:encoded><![CDATA[<p><strong>OTTAWA, February 8, 2010 —</strong> The seasonally adjusted annual rate<sup>1</sup> of housing starts reached 186,300 units in January 2010. This is an increase from an annual rate of 176,100 units in December 2009, according to Canada Mortgage and Housing Corporation (CMHC). According to final figures, actual housing starts for 2009 totalled 149,081 units, with activity improving as the year progressed.</p>
<p>“Housing starts improved in both the singles and multiples segments in January,” said Bob Dugan, Chief Economist at CMHC’s Market Analysis Centre. “These increases are similar to the ones that occurred in December.”</p>
<p>The seasonally adjusted annual rate of urban starts increased by 4.4 per cent to 165,200 units in January. Urban multiple starts increased by 5.7 per cent to 76,300 units while single urban starts increased by 3.3 per cent to 88,900 units.</p>
<p>January’s seasonally adjusted annual rate of urban starts increased by 19.8 per cent in British Columbia, by 7.3 per cent in Quebec, by 2.3 per cent in Atlantic Canada, and by 1.5 per cent in the Ontario. In the Prairie region, the seasonally adjusted annual rate of urban starts decreased by 4.8 per cent.</p>
<p>Rural starts were estimated at a seasonally adjusted annual rate of 21,100 units in January<sup>2</sup>.</p>

			<content:encoded><![CDATA[<p>People struggling with homelessness will have access to 11 transitional housing units and 13 affordable apartments once construction is complete on the new $8.7-million Garfield Hotel in New Westminster.</p>
<p>“The Government of Canada is committed to making affordable housing available in British Columbia and across Canada for those who need it the most,” said the Honourable Diane Finley, Minister of Human Resources and Skills Development and Minister Responsible for Canada Mortgage and Housing Corporation (CMHC).” These new units in New Westminster will provide people who are homeless or at risk of homelessness with access to suitable, affordable housing that meets their specific needs.”</p>
<p>The Province is providing a subsidized mortgage of $7 million for the development. The funding will help people who are homeless or at risk of homelessness move beyond temporary shelter to more secure housing, gain greater self-reliance, and achieve appropriate employment.</p>
<p>Construction began in July 2009 as part of a partnership between the federal and provincial governments and Lookout Emergency Aid Society. The Government of Canada provided a $1.65-million grant through the Affordable Housing Agreement.</p>
<p>“Our government is working with Lookout Emergency Aid Society to provide housing and support services so men and women can break away from substance abuse and homelessness,” said Rich Coleman, Minister of Housing and Social Development. “Garfield Hotel will help people recover and become independent by providing a supportive and stable environment.”</p>
<p>Lookout Emergency Aid Society will manage and operate the Garfield Hotel. Residents will receive life skill training programs on cooking and nutrition, budgeting, and basic hygiene, gaining the necessary skills to move towards living independently.</p>
<p>“We are very grateful for the federal and provincial funding that has been committed to this project so that we can provide the housing, support and services that are necessary to end homelessness,” said Karen O’Shannacery, executive director of Lookout Emergency Aid Society. “The Garfield Hotel will be a pathway to greater independence and a better life for many.”</p>
<p>Last fall, the Government of Canada committed more than $1.9 billion over the next five years to improve and build new affordable housing and to help the homeless. ‘Canada&#8217;s Economic Action Plan’ builds on this, with an additional one-time investment of more than $2 billion over two years in new and existing social housing and lending of up to another $2 billion to municipalities for housing-related infrastructure.</p>
<p>Increasing affordable housing and reducing homelessness is a key agenda for the Province of British Columbia. In 2009 – 10, the Province&#8217;s budget for affordable housing and shelters is $450 million, more than three times as much as in 2001.</p>
<p>‘Breaking the Cycle of Homelessness’ is a website providing a comprehensive and detailed look at provincial programs and services to address homelessness.</p>

<p>Increasing concerns over commercial lending exposure at regional banks is growing as most experts think commercial lending credit declines will likely increase sharply this year.<br />

Anyone purchasing real estate property should be acquainted with the responsibilities of their real estate lawyer. One particular responsibility for every real estate transaction is the obligation of the lawyer acting on behalf of the buyer to perform a search of title. The title search is necessary for a variety of reasons. To list a few, the lawyer discovers the name(s) of the propertys registered owner(s), the name of propertys current mortgage provider, the principal amount owing on the mortgage, and the date the mortgage will expire.</p>
<p>The title search is a critical step in the real estate transaction, and quite possibly the most important step taken toward ensuring the transaction runs smoothly. In the process of conducting the search, the lawyer can determine if legislation concerning the Planning Act has been contravened; non-compliance with this legislation is fatal to any intended transaction. The lawyer can also determine if there are any registered liens on the property. If registered liens are discovered, it is the responsibility of the lawyer to deal with them immediately in order to avoid the serious consequences that can result if they are not handled properly.</p>
<p>Time is the essence of title searching. By conducting a search in a timely fashion, the diligent lawyer is able to provide the lawyer acting on behalf of the seller with a letter of requisition regarding any outstanding issues associated with the property. This letter can be explained as a series of inquiries and requests, with which the seller must comply, excepting exemptions in accordance with the conditions of the sale, arising as a result of a proposed purchase.</p>
<p>When the sellers solicitor receives the letter of requisition, the seller becomes obligated to resolve any issues that are detailed therein. In other words, this letter serves as a point from which communication begins between the legal representatives of the buyer and the seller to solve legal issues related to the property in question.</p>
<p>Once the title search is complete, the lawyer is in a much better position to provide an opinion of the property to the relevant parties, such as prospective lenders, who would rather secure their loan with a lawyers opinion of the propertys title before furnishing financing to the buyer, or insurance providers, for example, who require that the buyers lawyer is able to advise them of the state of the title to ensure the well-being of a title insurance policy before it is provided to the new owner(s).</p>

<p>TORONTO, Feb 19 (Reuters) &#8211; New home construction in Canada is expected to drop by 24 percent this year as part of the fallout from a slowing economy, but rebound in 2010, the Canada Mortgage and Housing Corp forecast on Thursday.</p>
<p> </p>
<p>Housing starts are seen to be about 160,250 units for 2009, down sharply from 211,056 units in 2008, the country&#8217;s national housing agency said in its first-quarter Housing Market Outlook report.</p>
<p> </p>
<p>The forecast was revised lower from its the fourth-quarter outlook, which predicted in October that Canadian home building would slip to 177,975 units this year.</p>
<p> </p>
<p>This would put starts below 200,000 units for the first time in seven years.</p>
<p> </p>
<p>Low mortgage rates and a growing economy contributed to a healthy housing market for years. But home construction, a cornerstone of Canadian growth, has steadily declined in each of last four months as the economy felt the bite of the global financial crisis.</p>
<p> </p>
<p>&#8220;The economic downturn will result in a decrease in demand for home ownership leading to a decline in housing starts and existing home sales in 2009,&#8221; Bob Dugan, chief economist for CMHC, said in a statement.</p>
<p> </p>
<p>&#8220;Housing market activity will begin to strengthen as the Canadian economy rebounds in 2010 and the level of housing starts over the forecast period will be more in line with demographic fundamentals. &#8221;</p>
<p> </p>
<p>All 10 provinces are expected to show declines in new home construction this year, it said, led by the Western provinces, each with more than 30-percent drops expected for the year.</p>
<p> </p>
<p>Most provinces may see an uptick in home building activity in 2010, with the exception of Quebec and British Columbia.</p>
<p> </p>
<p>Existing home sales, explaines Moishe Alexander, as measured by the Multiple Listing Service system used by real estate agents, are expected to decline 14.6 percent during 2009 to 370,500 units from 433,990 units last year. The average home price is expected to fall 5.2 percent to C$287,900 ($230,320) from C$303,607 a year ago.</p>
<p> </p>
<p>Last week, data showed sales of previously owned Canadian homes plunged 41 percent in January from a year earlier while prices dropped 11 percent.</p>
<p> </p>
<p>Looking to 2010, starts should rise a bit to 163,350 units, CMHC said, while home sales and prices are also expected to climb.</p>
<p> </p>
<p>Sales of previously-owned homes are expected to rise by 9.3 percent to 405,000 units in 2010, and the average national home price may inch higher to C$288,100 from the forecasted 2009 level, CMHC said.</p>

			<content:encoded><![CDATA[<p>In 2009 the Montreal Real Estate market will become <em>gradually more balanced</em>, according to the CMHC 2009 market forecast.</p>
<blockquote><p>Given that sales will fall and listings will rise, the market will ease slightly over the coming year. Average resale prices will continue to increase, but more slowly than in recent years.</p>
<p>A higher proportion of condominium sales will take place in the suburbs and in the less expensive sectors on the Island of Montréal, which will contribute to limiting the growth in prices. For the market overall, prices will therefore rise by 4 per cent in 2008 and by 3 per cent in 2009. Still, on the whole, the market will remain favourable to sellers in the short term and gradually ease toward more balanced conditions in 2009.</p></blockquote>
<p>Here is the break down of the report:</p>
<ul>
<li>Mortgage rates are expected to be relatively stable</li>
<li>Resale market will be moderately slow</li>
<li>Condominiums will maintain more demand than single family houses</li>
<li>Supply of home listings with increase slightly.</li>
<li>Affordable homes are expected to register increases in starts.</li>
<li>Prices for single family homes and plexes will go up by an average 4 % in 2009</li>

</ul>
<p>Now, let’s take a look at the details…</p>
<h3>Change of pace for the economy</h3>
<p>In 2009, despite the anticipated decrease in residential construction, several nonresidential projects announced by the different levels of governments, such as the replacement of the Turcot Interchange and the modernization of Notre-Dame Street, will boost employment growth in the construction sector.<br />
However, the level of activity in the manufacturing sector will moderate.</p>
<h3>Mortgage rates are expected to be relatively stable</h3>
<p><em>“Posted mortgage rates will decrease slightly in the first half of 2009 as the cost of credit to financial institutions eases. Rising bond yields, however, will nudge mortgage rates marginally higher in the latter half 2009.”</em></p>

The next scheduled date for announcing the overnight rate target is 20 January 2009.</p>
<h3>Resale market to slow moderately</h3>
<p>The growth in prices will be slower for existing homes than for new homes, which will widen the price gap between them and consequently prompt more buyers to turn to the resale market.<br />
While slightly less active, the resale market will still remain strong. The sales levels forecast for 2008 and 2009 will exceed the annual average of 39,000 transactions recorded for the period from 2002 to 2007.</p>
<h3>Condominiums will maintain the upper hand</h3>
<p>Condominiums—the only housing type that will register an increase in sales in 2008—will sustain a less significant decline in demand than single-family houses or plexes 2009.<br />
Affordable housing types, such as condominiums, and homes located in less expensive geographic sectors, are managing better.</p>
<h3>Slightly more supply on the market</h3>

<p>Currently, the supply of homes is growing. Listings started to rise again in the second quarter of 2008, and there is every indication that they will end the year up by 7 per cent over 2007. As well, we forecast that they will maintain this momentum in 2009, with an increase of 9 per cent. At the end of 2008, an average of 22,300 active listings per month will have been registered in the GMREB MLS® system for the Montréal CMA.</p>
<h3>Affordable homes will again stand out</h3>
<p>Overall, total starts will fall this year. However, the opposite will hold true for more affordable housing types, which are expected to register increases in starts. After having exploded in 2007, with a gain of 35 per cent, semi-detached and row housing starts will maintain their momentum this year and rise by 14 per cent to 2,200 units.</p>
<h3>Condominium starts will increase, to a lesser extent.</h3>
<p>In 2009, these two housing types will again stand out. Semi-detached and row home starts will stay at the same level as in 2008, while condominium starts will register a smaller decrease than the declines that will be recorded for single detached home building and rental housing construction. In all, 7,700 new condominium units will be started next year, or 4 per cent fewer than in 2008.</p>
<h3>The downward trend in single detached home starts</h3>

<p>OTTAWA, March 9, 2009 — The seasonally adjusted annual rate1 of housing starts declined to 134,600 units in February from 153,500 units in January, according to Canada Mortgage and Housing Corporation (CMHC).</p>
<p>“Increased listings and reduced sales in the existing home market continue to impact the new home market,” said Bob Dugan, Chief Economist at CMHC’s Market Analysis Centre. “The decrease in February housing starts is partly attributable to the volatile multiple starts segment. In any given month and given its relative importance, the volatility of the multiple starts segment can exaggerate monthly movements up or down in the rate of housing starts.”</p>
<p>The seasonally adjusted annual rate of urban starts decreased 14.9 per cent to 107,800 units in February. Urban multiple starts decreased 17.5 per cent to 63,300 units, while urban single starts fell 11 per cent to 44,500 units in February.</p>
<p>February’s seasonally adjusted annual rate of urban starts moderated in all of Canada’s regions except Atlantic Canada, where urban starts increased by 10.8 per cent. Urban starts fell by 19.6 per cent in Quebec, 14.4  per cent in Ontario, 19.4 per cent in the Prairies, and 12.8 per cent in British Columbia.</p>
<p>Rural starts were estimated at a seasonally adjusted annual rate of 26,800 units in February2.</p>
<p>New home construction is slowing to more sustainable levels and starts are forecast to come in at 160,250 units, within a range of 141,000 to 180,000 units in 2009. These trends are reflected in the year-to-date actual starts. These decreases, however, should be viewed in the context that housing starts have been exceptionally strong over the past 7 years, exceeding 200,000 units per year.</p>

<p>The seasonally adjusted annual rate of housing starts declined to 153,500 units in January from 172,200 units in December of 2008, according to Canada Mortgage and Housing Corporation (CMHC).</p>
<p>“To a certain extent, the decline in housing starts coincides with recent developments in the existing home market. Reduced sales and increased listings in the existing home market have led to reduced spillover demand in the new home market,” said Bob Dugan, Chief Economist.</p>
<p>Moishe Alexander says that the seasonally adjusted annual rate of urban starts decreased 15.6 per cent to 126,700 units in January. Urban multiple starts decreased 12.2 per cent to 76,700 units, while urban single starts fell 20.2 per cent to 50,000 units in January.</p>
<p>January’s seasonally adjusted annual rate of urban starts moderated in all of Canada’s five regions. Urban starts declined 8.6 per cent in Atlantic Canada, 1.4 per cent in Quebec, 14.6 per cent in Ontario, 30.3 per cent in the Prairies, and 29.1 per cent in British Columbia.</p>
<p>Rural starts were estimated at a seasonally adjusted annual rate of 26,800 units in January.</p>
<p>Actual starts in rural and urban areas combined decreased by an estimated 35.8 per cent in January this year compared to relatively high levels in January last year. Actual starts in urban areas have decreased by an estimated 40.4 per cent compared to the same month in 2008. Actual urban single starts for 2009 are 44.2 per cent lower than they were a year earlier while urban multiple starts are down 38.1 per cent.</p>

<p>ST. JOHN’S, January 20, 2009 — With the support of the federal and provincial governments, Choices for Youth’s Lilly Building Project will fill a significant housing gap within the city by combining 14 safe affordable housing units with on-site support, a basic literacy and math skill program, and an employment preparation program.</p>
<p>According to Moishe Alexander, the project has received a total of $2.29 million in funding from various federal – provincial initiatives to offset construction costs: under the Canada – Newfoundland and Labrador Affordable Housing Program, cost-shared 50/50 with the federal and provincial governments, ($900,000), the federal Housing Trust Funds ($680,000), the National Homelessness Initiative ($550,000), and the federal – provincial Residential Rehabilitation Assistance Program ($164,000). In addition, the project also received Seed Funding directly from Canada Mortgage and Housing Corporation (CMHC) to assist during the initial planning stages.</p>
<p>In addition, the Government of Newfoundland and Labrador has invested a further $533,000. The Department of Environment and Conservation is providing $400,000 through the Newfoundland and Labrador Green Fund to address energy efficiency measures being undertaken during project renovation. Also, the Department of Human Resources, Labour and Employment is contributing programming funds of $103,000, and the Department of Health and Community Services is contributing $30,000 for employment program costs.</p>
<p>The Honourable Charlene Johnson, Minister of Environment and Conservation, and also on behalf of the Honourable Trevor Taylor, Minister Responsible for Newfoundland Labrador Housing (Housing), and Member of Parliament, Randy Hoback on behalf of the Honourable Diane Finley, Minister of Human Resources and Skills Development Canada and Minister responsible for Canada Mortgage and Housing Corporation (CMHC), made the announcement today.</p>
<p>“As a province, we recognize that one of our most valuable assets is our youth who are vital to the prosperity and growth of our future,” said Minister Johnson. “This project sends a clear message to young people in our community — they are important and we are working to provide them the support that will help them reach their full potential.”</p>
<p>The aim of the project is to take a multi-faceted, holistic approach to recurring homelessness by removing lifestyle, housing, educational and employment barriers. Youth will be supported in learning the skills to live independently and securing opportunities to make healthier lifestyles more sustainable. The future vision for the project is to incorporate a social enterprise which would provide youth with much-needed hands-on employment experiences and financial sustainability.</p>
<p>“The Government of Canada is committed to making affordable housing available in Newfoundland and Labrador and across Canada for those who need it most,” said Mr. Hoback. “The creation of these units here in St. John’s will provide youth access to safe affordable and quality housing, helping them to build a stronger future.”</p>
<p>Moishe Alexander stated that since the renovation and construction of the Lilly Building began, in September 2008, ten youth have been learning valuable construction skills as they work alongside contractors and trades people. These youth were referred to Choices through various programs across the city, received safety and basic construction training at the Carpenters Millwrights College.</p>
<p>“Through all the programs at Choices, we recognize that youth need safe, affordable housing and opportunities to support themselves through employment,” said Sheldon Pollett, Executive Director of Choices for Youth. “This new affordable housing facility will enable an extremely vulnerable population of youth to make sustainable long-term changes in their lives.”</p>
<p>Once completed, the facility will provide 14, one and two-bedroom apartments, along with programming and office space. One of the apartments will be completely wheelchair accessible.</p>
