<p>Dear Friend,</p>
<p>These are some of the most challenging days I have witnessed since The Fellowship&#8217;s<br />
ministry began.</p>
<p>Literally hundreds of thousands of those in need both in Israel, the former Soviet Union and<br />
elsewhere are crying out for help. They are showing courage in the face of vicious anti-Semitism and<br />
economic loss-but frankly, I don&#8217;t know how much longer many of them can hang on!</p>
<p>The people of Israel and those in distressed countries have faced great adversity before. What<br />
is extraordinary about these days, however, is the near-collapse of networks of caring organizations<br />
which have been providing assistance to those in destitute conditions for years.</p>
<p>One case in point is the extreme situation in the former Soviet Union, where millions of dollars<br />
in previous aid to the elderly and impoverished children vanished in the global economic crisis.</p>
<p>Perhaps it was in times similar to these the psalmist looked up and said, &#8220;I lift up my eyes to<br />
the hills-where does my help come from?&#8221; (Psalm 121: 1).</p>
<p>Then he answered his own question with this ringing affirmation: &#8220;My help comes from the<br />
LORD, the Maker of heaven and earth. He will not let your foot slip-he who watches over you<br />
will not slumber, indeed, he who watches over Israel will neither slumber nor sleep&#8221; (w. 2-4).</p>
<p>We must firmly embrace these words from Scripture, both for the future of<br />
Israel and for those suffering in dozens of distressed countries who need our help</p>
<p>This is why I am grateful for this opportunity to send you the enclosed ministry<br />
vouchers for our On Wings of Eagles, Guardians of Israel, and Isaiah 58 programs of<br />
rescue and compassion.</p>
<p>These vouchers are a wonderful Fellowship tradition which enables you to bring lifesaving<br />
assistance and rescue for thousands of suffering people who depend on friends like you for their<br />
rescue, daily care-and often, their very lives!</p>
<p>Therefore, I encourage you with all my heart to activate these vouchers in the manner God<br />
puts on your heart through your generous gift. Your voucher(s) and gift will bring immediate and<br />
welcome relief by releasing vital care.</p>
<p>For example, it still costs just $350 to help provide the aliyah of a Jew from Russia, Ethiopia,<br />
Arab lands, or other countries via On Wings of Eagles. Through the enclosed Wings of Eagles Flights<br />
and Resettlement Voucher, you can help more needy Jews return to Israel in fulfillment of Bible<br />
prophecy and get settled in their new lives.</p>
<p>The Fellowship also continues to assist Israel&#8217;s poorest men, women, and children-those who<br />
are often beyond the reach of the limited social service funds the government has available.</p>
<p>Many frantic Israeli mayors are rushing to our doors expressing their desperate hope that caring<br />
Fellowship supporters like you will make it possible for the poor in their cities to be included in the<br />
assistance we provide as Guardians of Israel.</p>
<p>Thus I hope you will activate the enclosed Guardians Assistance and Shelter Voucher to help<br />
supply the essentials of life and bring hope to hurting people throughout the Holy Land.</p>
<p>And God helping us, we will stay the course in our vital lifesaving outreach to the tens of<br />
thousands of elderly-many of whom are Holocaust survivors-and children whose literal survival<br />
depends on the food, clothing, and shelter they receive through our Isaiah 58 program.</p>
<p>Your help is most critical at this time. Indeed, it is imperative we act now if these remnants<br />
of Israel are to have the food, heating fuel, warm clothing, and other things needed to survive.</p>
<p>Your generous contribution along with the Isaiah 58 Care of Hardships Voucher is urgently<br />
needed as The Fellowship assumes the increased and expanded responsibility for frail and<br />
impoverished seniors and fragile children who have no one else to tum to for help.</p>
<p>My dear ministry partner, my desire in this letter is to let you know about the breadth of the<br />
needs we are facing. We simply cannot tum our faces away from those who need us so desperately.<br />
And in telling you this, I want to encourage you with the reminder that God only asks each of us to<br />
do what we can, and as He has already provided for us to do.</p>
<p>For you, that may mean helping the needy in Israel-or those in the former Soviet Union and<br />
other parts of the world who are looking for a helping hand. With this in mind, please prayerfully read<br />
over the enclosed vouchers and then do what you can to help. And if you are able to make a special<br />
gift to The Fellowship to activate one or more extra vouchers, I know God will bless you for it.</p>
<p>Please help Israel and desperately needy people in many distressed countries by returning your<br />
care vouchers and gift to The Fellowship today. As you stand boldly with us in saving lives, I want<br />
to also send this biblical blessing which is my prayer for you: &#8220;Be strong and let your heart take<br />
courage&#8221; (Psalm 27:14).</p>

However, the high level of activity registered in 2008 will almost be reached again in 2010, thanks to the rental retirement  the current conditions did not have the same impact on employment in the Saguenay census metropolitan area (CMA). Between 2007 and 2008, the employed population decreased by 1.6 per cent in the CMA but by 5 per cent in the rest of the Saguenay- Lac-Saint-Jean area. In the first three quarters of 2009, the situation was similar. The greater presence of the consumer, business, health, education, research and government service sectors has helped keep the labour market more stable in the Saguenay CMA. In short, thanks to a gradual economic recovery, we expect that the Saguenay CMA will end 2009 with a small 0.3-per-cent decrease in employment, to a total of 68,900 workers. In 2010, several factors will contribute to employment growth in the non- residential construction sector. In the residential sector, as well, renewed activity will create jobs. Overall, the employed population in the Saguenay CMA should therefore rise by 1 per cent in 2010, to 69,600 workers, surpassing the level reached in 2008.</p>

Kelly Block, Member of Parliament for Saskatoon – Rosetown – Biggar, on behalf of the Honourable Diane Finley, Minister of Human Resources and Skills Development Canada and Minister Responsible for Canada Mortgage and Housing Corporation (CMHC) along with Donna Harpauer, Social Services Minister and Minister Responsible for Saskatchewan Housing Corporation, today announced details of two new affordable housing projects that will see approximately $2.8 million invested in Saskatoon and a total of 12 homes built for low-income families, including persons living with disabilities.</p>
<p>The funding for one of the two projects has been made available through Canada’s Economic Action Plan, the federal government’s plan to stimulate the economy and create jobs during the global recession. The federal and provincial governments are contributing equally to the $132 million overall investment under the amended Canada – Saskatchewan Affordable Housing Program Agreement.</p>
<p>Persons with disabilities often have difficulty finding housing that meets their specific needs. Canada’s Economic Action Plan provides $75 million, over two years, to build new rental housing for persons with disabilities. Overall, the Economic Action Plan includes more than $2 billion for new and existing social housing, plus up to $2 billion in loans to municipalities for housing-related infrastructure.</p>
<p>“The Government of Canada is helping make affordable housing available in Saskatchewan and across Canada for those who need it most,” said MP Block. “Here in Saskatoon, this initiative will help people in our community access suitable, affordable housing that meets their needs.”</p>
<p>“Our government is committed to affordable housing and we are pleased to work with the federal government in bringing these projects to fruition,” said Minister Harpauer. “Finding solutions to housing needs requires the support of many, and these projects clearly demonstrates what can be accomplished when we work together to make life better for Saskatchewan citizens.”</p>
<p>“The City of Saskatoon looks forward to participating with the Government of Canada and the Province of Saskatchewan to help deliver much needed rental accommodation in Saskatoon,” said Mayor Donald Atchison. “More rental accommodation is needed in our community and the City of Saskatoon has created a new Rental Rebate program with the ultimate goal of seeing 1,000 new rental units constructed across the city. These additional units will assist us with our goal.”</p>
<p>The first project will consist of two three-bedroom semi-detached homes for a total of four units. Each unit will be wheelchair-accessible and feature wider doorways, ramps, wheel-in showers and lower counter and light-switch heights. The estimated total cost is $1.1 million, of which $601,000 is funded under the amendment to the Canada – Saskatchewan Affordable Housing Agreement with a further $110,000 coming from the City of Saskatoon. A private incorporation known as DH2 will provide approximately $400,000 in land and financing for the construction of the project. Completion is expected in March 2010.</p>
<p>The second project, Bedford Road, will consist of two three-bedroom four-plexes for a total of eight units. Funded as a result of the two year extension of the Affordable Housing Initiative (AHI), the estimated total cost is $2.1 million, with $1.9 million provided through the amended Canada – Saskatoon Affordable Housing Program Agreement, and the balance coming from the City of Saskatoon. North Ridge Development Corporation will act as project contractor. Completion is expected in summer 2010.</p>
<p>Canada’s Economic Action Plan builds on the Government of Canada’s commitment in 2008 of more than $1.9 billion over the next five years to improve and build new affordable housing and help the homeless.</p>

<p><strong>WATERLOO REGION, August 14, 2009</strong> — The Government of Canada and the Province of Ontario today announced that the Nith Terrace Senior Citizens Apartments in New Hamburg will receive support for repairs and renovations over the next two years.</p>
<p>The work will include elevator installation to improve health, safety and accessibility for residents.</p>
<p>The Nith Terrace Senior Citizens Apartments will receive $140,000 — part of a notional allocation of more than $18.5 million to the Regional Municipality of Waterloo to repair and retrofit existing local social housing units.</p>
<p>The funding was made available as a result of a $1.2 billion joint investment under the amended Canada – Ontario Affordable Housing Program Agreement, which includes funding through Canada’s Economic Action Plan and by the Government of Ontario. The federal and provincial governments are contributing equally to this overall investment.</p>
<p>Harold Albrecht, Member of Parliament for Kitchener – Conestoga, on behalf of the Honourable Diane Finley, Minister of Human Resources and Skills Development Canada and Minister Responsible for Canada Mortgage and Housing Corporation (CMHC); Leeanna Pendergast, MPP for Kitchener – Conestoga, on behalf of the Honourable Jim Watson, Ontario Minister of Municipal Affairs and Housing; and Waterloo Regional Chair Ken Seiling made the announcement today.</p>
<p>“Renovation and retrofit projects, like this one, will improve the quality of life for residents by improving the security and affordability of their homes.” said MP Albrecht. “Investments like these help boost the local economy by putting construction workers and trades people back to work and increasing the demand for materials.”</p>
<p>“These repairs are another step towards improving social housing in Waterloo Region,” said MPP Pendergast. “This new funding will help ensure that people living in social housing have a safe and reliable place to live. Ontarians deserve nothing less.”</p>
<p>&#8220;The Social Housing Renovation and Retrofit Program funding will help our community housing providers to undertake some much needed capital repairs,&#8221;said Ken Seiling, Regional Chair. &#8220;At Nith Terrace, the installation of a new lift will enhance the quality of life of residents and will greatly improve accessibility for those who live on the second floor.&#8221;</p>
<p>Ontario is moving quickly to invest a total of $704 million to repair eligible social housing across the province. In an effort to get shovels in the ground quickly, projects must be committed by the end of the fiscal years 2010 and 2011.</p>
<p>The funding will help improve the quality of life for residents living in social housing communities. Funding will be used to renovate and make energy-saving upgrades to existing social housing as well as to undertake accessibility modifications for the benefit of seniors and persons with disabilities. <p>Last fall, the Government of Canada committed more than $1.9 billion over the next five years to improve and build new affordable housing and to help the homeless. Canada&#8217;s Economic Action Plan builds on this with an additional one-time investment of more than $2 billion over two years in new and existing social housing and lending of up to another $2 billion to municipalities for housing-related infrastructure.</p>
<p>Last month, the Government of Canada and the Province of Ontario announced a series of investments of more than $75 million to fund 38 construction-ready projects throughout the province under the amended Canada – Ontario Affordable Housing Program Agreement.<br />
Moishe Alexander wants the CMHC to build more for the seniors community but this is a good start.</p>

			<content:encoded><![CDATA[<p>The agency said the seasonally adjusted annual rate of housing starts was 140,700 units in June, up from 130,300 units in May.</p>
<p>The June rate for urban &#8211; as opposed to rural &#8211; starts was up nearly 60 per cent in the Prairies, 25 per cent in British Columbia, and 3.1 per cent in Ontario. There was a 6.3 per cent drop in Quebec and 3.9 per cent slide in Atlantic Canada.</p>
<p>Urban starts, which account for most of the starts, rose nearly 10 per cent to 120,100 units in June. Urban multiple starts, which account for more than half the total urban number, rose faster than single starts.</p>
<p>The 140,700 June figure is close to CMHC&#8217;s latest full-year forecast, but about 70,000 or 33 per cent below the 2008 number.</p>
<p>Its most recent full-year forecast, in May, predicted there would be 141,900 starts this year. There were 211,056 in 2008.</p>
<p>CMHC said starts &#8220;are expected to improve throughout 2009 and over the next several years to gradually become more closely aligned to demographic demand, which is currently estimated at about 175,000 units per year.&#8221;</p>

			<content:encoded><![CDATA[<p>Sudbury has become one of the fastest growing cities in Ontario with its flourishing mining industry it has become increasingly difficult to keep up with the housing demands.</p>
<p>On July 14, 2009 Barb Millsap of Raiffeisen Non-Profit Housing Corporation along with Minister of Industry Tony Clement,Minister of Community Safety and Correctional Services Rick Bartolucci,and Mayor John Rodriguez announced that the Government of Canada, the Government of Ontario, and the City of Sudbury would be beginning a project for the building of 80 low income housing units.</p>
<p>The city is very pleased with this ground breaking ceremony and many residents of Sudbury said this project was overdue. There are many families in Sudbury<br />
that are struggling to make their rents because of the lack of residential properties available the housing costs just keep going up and up. With this new low income housing initiative and hopefully many more to follow there will be some kind of relief to these families that cant keep up with the constant inflation on the housing market.</p>
<p>The project has been budgeted for $11.8 million whitch includes $3.3 million from the Canada and Ontario Affordable Housing Program. The Canada and Ontario Affordable Housing Program has a commitment from both levels of government for $301 million witch will help build some 20,000 houses in Ontario.</p>
<p>“The City of Greater Sudbury is very excited about the possibilities afforded to our community by the generous support of CMHC and Municipal Affairs and Housing,” said Greater Sudbury Mayor John Rodriguez. “In difficult times, it is always good news when the Canadian community rallies together to put together solid projects that will help citizens achieve greater quality of life and living.”</p>
<p>“The Government of Canada is committed to making affordable housing available in Ontario and across Canada for those who need it the most,” said Minister Clement. ”These new units in Sudbury provide low-income individuals and families with access to suitable, affordable housing that meets their specific needs.”</p>
<p>“The construction of safe, affordable housing is a priority for the McGuinty government,” said Minister Bartolucci. “We are proud to support initiatives such as this, which will provide long-term affordable housing for vulnerable persons in Sudbury.”</p>
<p>“Today’s announcement marks the culmination of our 14 year dream, and two years of focused development work to build Raiffeisen Phase 2 adjacent to our Phase 1 co-operative,” said Barbara Millsap, President of Raiffeisen Phase 2. “We are grateful to all three levels of government who have contributed to the funding of our 80-unit one and two bedroom affordable apartment complex overlooking the downtown center of the City of Greater Sudbury.”</p>
<p>&#8220;This project is truly going to help the City of Sudbury&#8221; said Moishe Alexander of the Canadian Funding Corp  &#8220;because of its tremendous growth in the past five years it has become an increasingly more difficult place to find low income housing.&#8221; Now that the 14 year dream of Raiffeisen Phase 2 has become a reality everyone can benefit from a better City.</p>

<p>A new forecast from a major Canadian real estate company predicts that the national housing market is stabilizing, after seeing a &#8220;remarkable turnaround&#8221; in the second quarter of 2009.</p>
<p>Royal LePage predicts that the selling price of the average house will drop by only two per cent this year &#8212; an improvement over the real estate company&#8217;s prior forecast from six months ago that predicted a three per cent drop.</p>
<p>The real estate company also predicts that the number of unit sales will drop about one per cent in 2009 to an estimated 430,000 sales.</p>
<p>Phil Soper, the president and CEO of Royal LePage Real Estate Services, said that the forecast adjustment is the result of the improved real estate sales numbers seen in the second quarter of this year.</p>
<p>&#8220;We&#8217;ve got the most important quarter in the real estate calendar behind us &#8212; the second quarter &#8212; and it really was a remarkable turnaround,&#8221; Soper said during an interview on CTV&#8217;s Canada AM on Tuesday morning.</p>
<p>&#8220;As steep as the decline was, the bounce-back was just as dramatic,&#8221; he added.</p>
<p>While the year&#8217;s second quarter saw housing prices beginning to appreciate, the average national housing prices still remain below their values from 12 months ago.</p>
<p>According to the Royal LePage figures:</p>
<p>    * The average price of a detached bungalow declined to $327,964, about 3.5 per cent below what it was the year before<br />
    * The average price of a two-storey home was down 3.7 per cent to $392,378<br />
    * The average price of a condominium dropped four per cent to $236,612 </p>
<p>Soper said a combination of lower mortgage prices and a housing supply shortage in parts of Canada helped push the market upward during the second quarter.</p>
<p>But he cautioned that the market still has a long way to go, when it comes to recovering the value lost during the recent setback.</p>
<p>&#8220;It&#8217;s going to look better for the second half of this year,&#8221; he said. &#8220;It&#8217;s not going to be a startlingly good year like earlier in the decade, but I think just the bounce-back, the comeback from where we were, is going to make a lot of Canadians feel a lot more comfortable about the homes they live in.&#8221;</p>
<p>In many Western Canadian cities, including Calgary, Edmonton and Vancouver, housing prices are still between 10 and 15 per cent below what they were a year ago, Soper said. But they are &#8220;gaining back ground,&#8221; he said.</p>
<p>In Ontario, Royal LePage said Ottawa would likely see stable prices throughout 2009, with Toronto&#8217;s market stabilizing towards the end of the year.</p>
<p>Montreal is expected to remain a strong real estate market this year, helped by low interest and unemployment rates.</p>
<p>In Atlantic Canada, housing prices were much more stable than in cities further west in Canada throughout the recession, meaning that their pricing fluctuations have been less volatile overall, Soper said.</p>
<p>And according to the Royal LePage figures, demand for housing has so far been strong in 2009, due to strong local economies coupled with moderate housing prices.</p>
